I seem to have a problem with DS3 stream/recording suttering, when in game animation is super silky smooth

My desktop refresh rate is set to 59hz (lcd tv as monitor - it also supports 60hz), game seems to be working also in 59,94

And mediainfo of the clip from MPC-HC below which tells that original fps was 59.94 but clip is 59.88 which probably is the cause. Where did the 59,88 got from?
So is OBS ignoring 59,94 setting? How can I eliminate this stuttering to make it smooth. Setting 60hz in obs or on desktop doesnt help much because game seems to be swithcing to 59,94 anyway. Thanks in advance for any suggestions
ps. even YT warns me about stuttering in video manager...(I uploaded mp4 remux from obs)

Apr 5, 2016 - If Dark Souls 3 jitters non stop, perhaps a simple trick could fix this issue. Visit the menu. Solution: Update your AMD drivers to version 16.4.1 and start your computer. Disconnect controller may also fix this issue. Edit - Disabling the extra drivers seems to work better than deleting them. Now i can enjoy Dark Souls 3 with my controller and holy shit.

I finally fixed my stuttering issue on PC and hope to help others.

When DS3 first came out I put over 200 hours in to the game on PC and everything ran perfectly. After I had finally gotten my fill for a while I set the game aside for a bit. The hype for DLC brought me back to it and I discovered that now I was getting the most annoying stutter every 10 seconds or so. It was almost like a 1 second freeze of the game and it would happen 2-3 time then run smooth for 10 seconds or so and repeat. I had been using an Xbox360 controller during my initial play through and now I use an Xbox one controller. This may have caused the issue but I do not know. After searching google and different forums for days I finally happened upon a post on the steam forums with a guy having an issue that sounded exactly like mine. He discovered that in his device manager it was showing multiple controllers and after he deleted the extras the game worked perfectly. Well I opened mine and sure enough, under Human Interface Devices there were 3 extra drivers listed as 'USB input device' with the same driver version and date as my Xbox controller drivers. I uninstalled them and FINALLY after about a month of troubleshooting and frustration....the stuttering stopped. Did not even have to restart the computer or the game. It was just gone. I hope that this post will help at least ONE person who is going through the frustration I was and that you will be able to play the game again. Have a great day =D

Edit - Disabling the extra drivers seems to work better than deleting them. When I unplug the controller or even my keyboard (keyboard? so strange that this happens) the extra drivers return and the stuttering returns as well. If you disable them instead of deleting, it solves this issue. Thanks to user bokuwahmz for pointing this out to me.
